Catherine helps organizations align environmental commitments with core business functions. She brings more than twenty years of experience in sustainability strategy, systems integration, and continuous improvement across corporate, construction, and manufacturing sectors.

STEVEN DONNELLY
Principal Consultant – Environmental Strategy and Land Management
Steven Donnelly is the firm’s Natural Resource and Land Management Consultant. He holds a B.A. in Environmental Sociology from Pennsylvania State University and has spent more than 20 years in public service protecting and restoring natural lands and waters. He is Rosgen Level II certified in fluvial geomorphology and fluent in the language of parks, permitting, and partnerships.
Steven brings over two decades of public-sector experience managing parks, natural resources, and restoration projects for agencies such as the Washington Department of Natural Resources, City of Bellingham, and East Bay Regional Park District.
Steven understands the practical realities of public stewardship—the permitting pathways, funding constraints, and long-term maintenance responsibilities that shape what’s possible.
Delicate Balance Consulting is a woman-owned micro business based in Bellingham, Washington, with state and federal certification in progress. We collaborate with planners, resource managers, developers, construction teams and building product manufacturers to create outcomes that enhance our shared commitment to respect, conserve and restore the places we build.
